Quentin has been responsible for directing the Business Council’s governmental affairs activities since joining the organization in early 2004.

In August 2004, he also became the director of ProgressPAC fund-raising and was named executive director of ProgressPAC in 2007. In this capacity, he coordinates all fund-raising activities of the Business Council's political action committee, ProgressPAC, and directs staff support for BCA's 11 regional advisory committees, which identify, screen and recommend candidates for ProgressPAC endorsements.

Quentin has an extensive background in Alabama legislative affairs. Prior to joining BCA, he served as legislative liaison for Gov. Bob Riley. He also served as a legislative analyst for Speaker of the House Seth Hammett and as legislative liaison and acting legislative affairs director for Gov. Fob James. Earlier in his career, he served as a student affairs specialist at Auburn University, where he was responsible for recruiting and maintaining minority students.

A graduate of Auburn University, Riggins is a former All-SEC linebacker and 1989 team captain. Since 1991, he has been the sideline reporter for the Auburn Network’s football broadcasts and also serves as co-host of the Tiger Tailgate Show.

An active community leader, Quentin serves on the boards of directors of The Montgomery Area Chamber of Commerce, The Landmarks Foundation of Montgomery, and Brantwood Children's Home. He is also a member of the Rural Alabama Commission and Leadership Alabama.

Quentin and his wife Kimi have one daughter, eight-year-old Madison.
