BCA Adopts Resolution in Support of September 18 Constitutional Amendment

RESOLUTION


STATEMENT OF QUALIFIED SUPPORT FOR RATIFICATION OF PROPOSED CONSTITUTIONAL AMENDMENT APPEARING ON THE STATEWIDE BALLOT OF THE SEPTEMBER 18, 2012 SPECIAL ELECTION, AUTHORIZED BY ACT # 2012-490.


BE IT RESOLVED By the Board of Directors of the Business Council of Alabama, as follows:


We, the members of the Board of Directors of the Business Council of Alabama hereby express our qualified support for the ratification of the proposed constitutional amendment, authorized by Act # 2012-490 that appears on the statewide ballot of the September 18, 2012 special election.  We pledge our unqualified support for this measure is certain conditions are met, which we state herein.


            We recognize that longstanding funding issues place a cloud of funding uncertainty over the agencies of the State of Alabama.  In addition, we recognize that the levels of services that the agencies provide are minimal, due to the lack of funding.


            We recognize that the solution offered by the proposed amendment is temporary and imperfect, in that it further depletes a significant portion of the state’s finite resources for continuous governmental operations.


We, therefore, support the ratification only if at the earliest opportunity, the following conditions are met:


1)    The Alabama Legislature enacts legislation that binds successor legislatures to repay all withdrawn funds to the Alabama Trust Fund; and

2)    That our elected leaders in each branch of state government reaffirm and redouble their efforts to eliminate waste and the duplication of services and work to instill confidence among the citizenry that our government operates as efficiently as possible.
